I don't know Japanese and can't read the characters but was able to use Bablefish to translate certain works and pages to help me navigate around. So after some translation I was able to find the language preferences option and set it to English. Now it's displaying correctly, or at least in a language I understand ;o)

Not sure why this happened but I'm glad I was able to get it resolved.

I've heard that Google presents the interface language depending on the IP address. I'm not sure what Google is doing with PRC addresses these days.
You managed to hack your way through it. ;-) Two other Googlisms which can help:
(1) google.com/preferences is the address to remember to find the UI language settings, which are then stored as a cookie.
(2) Adding "&hl=en" to any Google search will bring up the results with an English UI.

This should be a multi-language problem. Your blog will be under your system or regional selection of languages.
